Whereas, a
2006 survey of the adult membership of Hillsview
golf course found 74% of respondents ranking the
clubhouse average to below average, 51% surveyed
felt the clubhouse needed to be remodeled to
improve services, and 71% were willing to pay a
higher membership fee in support of expansion or
remodeling of the clubhouse and,
Whereas, in
2007, a clubhouse needs assessment led to the
development of three conceptual designs with
cost estimates for clubhouse improvements and,
Whereas,
three public meetings have been held to discuss
the various options for improving the club house
with over 170 written comments submitted and,
Whereas, the
Golf Board has reviewed the information gathered
and believes a clubhouse remodel project has
merit with a revised design and cost to be
determined and,
Whereas, it
is the desire of the Golf Board to finance
improvements to the clubhouse by raising funds
through a combination of private donations,
grants, fundraisers and additional fees placed
on the users of Hillsview golf course and,
Whereas, it
is the desire of the City Commission to maintain
the golf department subsidy from the general
fund at current funding levels plus an annual
Consumer Price Index (CPI) amount that is
established for the City during the budget
process to account for inflation,
IT IS THEREFORE
RESOLVED, that the City of Pierre through
its elected officials, employees and agents
shall:

Authorize the
City of Pierre Business Manager to establish
a Hillsview golf course clubhouse
improvement fund.

Coordinate the
new design and construction of the clubhouse
improvements with the Golf Board. Fees for
such professional services will be paid from
revenues deposited in the clubhouse
improvement fund.

Approve the
final design with cost estimate of the
clubhouse project before proceeding to
construction.

Authorize the
Golf Board to recommend and report to the
City Commission for their approval, the
additional fees to be assessed upon the
users of Hillsview golf course. These
additional fees will be deposited in the
clubhouse improvement fund and used to
finance the costs of the clubhouse
improvement project. Fees will continue to
be deposited in the fund until such time the
clubhouse improvement project is paid for.

Authorize the
Golf Board to set such policies and/or
appoint such sub-committees as needed for
collecting funds from the public and
depositing those funds for the clubhouse
project in the clubhouse improvement fund.
Any expense incurred in raising these
additional funds will be paid out of the
clubhouse improvement fund.

Request the Golf
Board provide the City Commission a schedule
that details an estimated time frame to
finance and construct the clubhouse
improvement project.

Authorize the
project to be advertised for bids and
construction when a dedicated revenue source
has been identified by the Golf Board to
cover the debt service for the project and
such revenue source has been accepted by a
lending institution and the City Commission.

Request the City
of Pierre Business Manager, at the end of
each fiscal year, calculate the difference
between the general fund subsidy budgeted
and the general fund subsidy required to
balance the golf department budget for that
year. If the amount of general fund subsidy
required to balance the golf department
budget is less than the budgeted amount for
the fiscal year, the City Commission will
consider an appropriation of said difference
to be deposited into the clubhouse
improvement fund.
