Golf Board Meeting
Minutes - 12/05/11
Chairman B. Conzemius called the meeting
to order at 5:30 pm. Board Members
present were Boyd Conzemius, Bill
Olander, Richard Schoessler, Craig
Smith, John Knox and Pat Brown. Carin
Hayn was absent. Also attending were
Commissioner Jeanne Goodman, Director
Tom Farnsworth and Superintendent Dean
Heymans.
Motion by Knox/second by Olander to
approve minutes of the September 8, 2011
Board Meeting.
Motion carried.
Motion by Knox/second by Schoessler to
approve agenda with addition of item
offered by Schoessler on alcohol license
for Hillsview. Motion carried.
Old Business
Concrete work on the east side of the facility
has been completed. The project was able to
include putting concrete on the south side of
the clubhouse where carts park. Members
commented this should help alleviate the loose
asphalt being dragged into the clubhouse and
extend the life of the carpet. Dean will work
to complete the decorative fence now that work
on the course has stopped for the season.
Heymans updated the board on work on the
course. The irrigation system became
operational around October 10th and
it appears the underground lines and heads are
in good shape. With the water going, Dean was
able to seed the driving range. With the good
weather seeding of the roughs, fairways took
place on the front nine holes. Ground was
cleaned, aerified and drill seeded. Dean noted
the sub soil is very wet yet. There are a few
issues yet with electrical systems but they will
be addressed. The irrigations system should be
ready for spring use so seeding can continue on
the back nine holes of the course. The water
supply is being evaluated and plans are to
dredge the pump station pond to remove remaining
silt. This work will be done in spring. The
City is also looking at the depth of the water
at the river front and will consider a pump and
piping system for installation next spring.
This secures water from the river and the flood
appears to have deepened the channel. The
intakes at the pump station also need to be
elevated off the bottom to avoid pumping silt
into the irrigation system and ruining the
heads. Pumping capacity should be increased
therefore shortening the water window for the
course. Over 125 trees have been removed,
mostly on the front nine areas. Dean
anticipates losing many more perhaps as high as
600. Time will tell on this. Bathrooms need
some work yet as well as the pump house
building. In summary Dean felt at best he hopes
to have nine holes open for play by August,
maybe earlier. Generally you have a 90 day
window from seed germination so if you have
germination by April 15 then that takes you to
July 15th. The weather in the spring
will dictate a lot on the recovery. Board
members thanked Dean for his report and
suggested to staff and Commissioner Goodman that
a City Limits program be made by the Mayor
hosting Heymans and Farnsworth to inform the
golfing community about the recovery of
Hillsview. This will be requested.
Schoessler requested that the City work to
return a liquor license for Hillsview. Board
members agreed the addition of an alcohol
license to a beer and wine license would at
times be a good thing to have, especially when
hosting larger events that may have a meal
function with them. Commissioner Goodman and
Farnsworth explained the City does not have any
additional alcohol licenses and they are set by
state statute. Schoessler asked that the
inquiry still be looked into, perhaps even if it
needed a legislative change during the upcoming
session.
New Business
The board discussed projected openings of the
range and front nine holes at Hillsview in
2012. They agreed that at best only nine holes
could be used in late summer and driving range
could open in spring if range is handpicked.
This would be beneficial to customers who wanted
to hit balls and use the practice facility.
Given conditions of the course the board advised
Farnsworth to tell those that request to hold
golf events to not book them in 2012.
New Golf Manager Position package has been
advertised. Applications will be taken until
January 13.
Motion was made by Schoessler/second by Smith
that in absence of a manager position, Hillsview
clubhouse not hosts any social events until such
time a manager has been hired. Motion carried.
Motion by Schoessler/second by Smith that a
unanimous ballot be cast for Conzemius to serve
as President of the board in 2012, Olander as
Vice-President and Hayn as Recording Secretary.
Motion carried by unanimous vote.
